Ces formations sont réservées à des fonctionnaires

  • justifiant trois années d'ancienneté de service au moins
  • qui sont présentés par leur gouvernement
  • titulaires d'une maîtrise ou d'un diplôme équivalent attestant quatre années d'enseignement supérieur au moins ou, dans certains cas, en charge de responsabilités qui démontrent une capacité équivalente.

  • To acquire and reinforce one's understanding of the tools for risk prevention and assessment, control and repression
  • To be able to mobilize all stakeholders involved in the fight against corruption

Contenu

The recent Global Declaration against Corruption (May 2016) testifies to the continuing importance of this issue in the global public agenda, but also to the impact that globalization has had on the very mechanisms of corruption. Since the 1990s, the opening of many countries to world trade and the subsequent economic growth catch-up have created new spaces for new corruption channels, whereas, paradoxically, good economic governance and sound regulation remain key conditions for development in a globalized context. In developing economies, globalization has increased corruption and the brakes it puts on economic growth, while in developed countries it has caused governance distortions, which are an increasing source of pressure on public decision-making. Current perspectives on corruption go beyond the traditional vantage on economic corruption, opening to transparency and probity issues, but also to information and knowledge issues, the functioning of bureaucracy, the set-up and autonomy of organizations, and that of lobby groups. This course will explore the main contemporary issues related to corruption and will place them in a public policy perspective in an international context.

  • New perspectives on corruption: definitions, perimeter and borders
  • Corrupt ways and practices: new corruption circuits, forms and mechanisms
  • The impact of corruption on development and on political governance
  • The institutional framework in the fight against corruption: players, governance, missions and means
  • The national and international legal frameworks for the fight against corruption
  • Corruption prevention mechanisms
  • Corruption control and repression mechanisms

Méthodologie

A collaborative work platform will be opened one week before the course. Participants will be required to participate actively throughout the course and to work on case studies corresponding to their practice. It is therefore strongly recommended to bring any documents to illustrate presentations and exchanges. An e-learning module on "government procurement contracts" designed by the French Development Agency will be available after the course (limited number of places).
